MME_initiated_dedicated_bearer_deact_erab_release_cmd

This procedure deactivates dedicated bearers. Default bearers are not affected. MME sends E-RAB RELEASE COMMAND to the eNodeB. eNodeB sends E-RAB RELEASE RESPONSE with list of failed to removed E-RABS.
